What is it?

The Erasmus+ Programme Guide (version 3 of 12/05/2021), including the Corrigendum of 12/05/2021, is an integral part of the 2021 Erasmus+ Call for Proposals, published on 25/03/2021 and its corrigendum published on 01/06/2021.

Organisations and institutions seeking funding in the framework of this call must comply with the conditions for participation and funding expressed in this Guide.

The document provides information on:

• the priorities of the programme,
• the actions supported,
• the funding available for different actions,
• detailed information on participation.

Which language versions are available?

The Programme Guide is currently available in the following languages:

Bulgarian | Czech | Danish | German | Estonian | Greek | English | Spanish | French | Italian | Latvian | Lithuanian | Croatian | Hungarian | Maltese | Dutch | Polish | Portuguese | Romanian | Slovak | Slovenian | Finnish | Swedish

In the case of conflicting meanings between language versions, the English version prevails.

How to apply?

Organisations are invited to submit applications online to the National Agency in the relevant country, via the Erasmus+ forms website, or to the European Education and Culture Executive Agency.

The 2021 online application forms and related documents are currently being prepared. Depending on the actions concerned, these will be made available on the websites of either the National Agencies or the European Education and Culture Executive Agency.

For actions managed by the European Education and Culture Executive Agency (EACEA), the relevant documents by action are open for submission on the Funding and Tender Opportunities Portal.

Individuals seeking to apply should contact their organisation, institution, or educational establishment.

Duration

Your study period abroad can last from a minimum of 3 months (or 1 academic term or trimester) to a maximum of 12 months.

You can benefit of an exchange abroad with Erasmus+ multiple times, either as a student or as a trainee, but your total time abroad (study abroad periods included) may not exceed 12 months within one cycle of study.

«Cycle» refers to the level of study as defined by the European Qualifications Framework (EQF)

• First cycle (Bachelor or equivalent) EQF – 5/6
• Second cycle (Master or equivalent) EQF 7
• Third cycle (Doctoral or equivalent) EQF 8

For «one-cycle» courses such as medicine or architecture, you can go abroad with Erasmus+ for as long as 24 months.

How is it managed?

The Erasmus+ programme is managed by the European Commission), the European Education and Culture Executive Agency, a series of National Agencies in all Programme countries, and a series of National Offices in some Partner countries.

Centralised activities are managed at a European level by the European Commission and European Commission’s European Education and Culture Executive Agency in Brussels, also known as the Executive Agency. Centralised projects are larger and more strategic, designed to tackle specific issues throughout Europe.

Decentralised activities are directly managed by the National Agencies which are located in each programme country, or National Erasmus+ Offices outside the EU. The majority of these projects will be implemented on a national, regional or local level and focus on an exchange between countries.

Conditions

To study abroad with Erasmus+, you must be registered in a higher education institution and enrolled in studies leading to a recognised degree or tertiary-level qualification. For students in the first cycle, you need to be at least in the second year of your studies.

Your period of study abroad must be relevant for your degree-related learning and personal development needs, and be part of the study programme that you are following.

Your home institution and the receiving institution must have an inter-institutional agreement between them for you to study there with Erasmus+.

Both institutions must also hold the Erasmus Charter for Higher Education (if they are in Programme countries). Institutions from Partner countries commit to the principles of the Charter when signing the inter-institutional agreements.

Academic recognition

Before the study abroad period:

1. You, your sending and receiving higher education institutions must sign a Learning Agreement for Studies to ensure a transparent and efficient preparation of the exchange abroad, as well as to agree on how activities successfully completed abroad will be recognised. This document sets out rights and responsibilities of the various parties
2. You will receive the Erasmus+ Student Charter, explaining your rights and obligations with respect to your period of study abroad

After the study abroad period:

1. The receiving higher education institution must provide you and your sending institution with a transcript of records confirming that the agreed programme has been completed and acknowledge the results

2. Your higher education institution must recognise the credits (using ECTS credits or an equivalent system) as agreed in the Learning Agreement before the mobility and count them towards your degree, without any further requirements

3. If your higher education institution is in a Programme country, your mobility period should also be recorded in the Diploma Supplement

Financial support

You may receive an Erasmus+ grant as a contribution to your travel and subsistence costs. It may vary according to differences in living costs between your country and the destination country, the number of students applying for a grant, the distance between countries and the availability of other grants.

If you are moving between Programme countries, check with your National Agency and your sending higher education institution for applicable rates. There is also extra support for students going on a traineeship, students from disadvantaged backgrounds or from outermost Programme countries or regions.

Grant levels and fixed rates for exchanges between Programme and Partner countries are published in theErasmus+ Programme Guide.

Irrespective whether you receive an Erasmus+ grant or are an Erasmus+-zero-grant student, you will sign a grant agreement specifying the duration of your mobility, the amount of the grant and other rights and obligations.  

If you are mobile within Programme countries, your sending institution will sign your grant agreement and it will be responsible for making all payments.

If you are moving between Programme and Partner countries, the Programme country institution will sign the grant agreement. Your sending and receiving institutions will decide which one will make your payments.

As an Erasmus+ student, you will be exempted from fees for tuition, registration, examinations, and charges for access to laboratories or libraries at the receiving institution. Small fees for insurance or student union membership may still apply.

You may be eligible for additional grants from your institution, government or other sources. Check the European Funding Guide or the Study Portals.

You may also be eligible to apply for a scholarship for a Joint Master programme, or an EU-guaranteed Master Loan for a Master’s degree of up to two years.

Who can apply?

Prospective students must:

• Live in a Programme country
• Have completed a Bachelor-level (or equivalent) qualification before applying
• Have been accepted (before applying) to a full Master programme in another country.  The university offering the programme must hold the Erasmus+ Charter of Higher Education

The Erasmus+ Master Loan intends to support full Master studies by Programme country residents in a country other than either their country of residence OR the country where they received their first qualification. Students only studying abroad for part of their Master’s may still qualify for an Erasmus+ grant.

Opportunities for doctoral studies

EMJD will last 3 or 4 years and will cover all subject areas. For example, EUROSPIN is a European doctoral programme in Neuroinformatics while EDLE is the European Doctorate in Law and Economics. To find out which research areas benefit from EMJD and which have an open scholarship competition, the best source is the European Commission website.

Action 2 programme

A list of programmes in each region is available here.

Each programme has a limited number of studentships for each “target group” and for EU or Third country students. Action 2 may provide:

• Opportunities for doctoral students from nominated institutions in a defined region of the world to come to Europe or EU students to study in that region. (Target group 1). These students attend institutions which are part of a consortium to complement their training and research experience via periods of research abroad (6-18 months)
• A small number of full-PhD opportunities (up to 36 months) for students from that region but who are not in the nominated institutions (Target group 2).
• Opportunities to help “candidates in vulnerable situations, resulted from social and/or political reasons» (Target group 3).

Программа Erasmus+ обширна и рассчитана не только на студентов. Она разделена на блоки, каждый из которых имеет свои особенности.

KEY ACTION 1: Международная академическая мобильность

Это поездки студентов и преподавателей на короткий/долгий срок для обучения и осуществления научно-исследовательской/преподавательской деятельности. В данном секторе осуществляется деятельность программы «Совместная магистерская степень» (Erasmus Mundus Joint MasterDegrees). Организаторы стремятся к повышению уровня навыков и знаний выпускников. После прохождения программы участник получает «совместную» степень магистра двух вузов (своего и зарубежного). 

В этот же сектор включена программа «Учебная стипендия» (Scolarships). Каждая учебная стипендия Erasmus+ запрашивается у вуза-партнера, который и отбирает заявки на студенческий обмен, а отобранные заявки отсылает в зарубежный вуз с предоставлением всей необходимой информации о студенте. 

Чтобы узнать, есть ли долгосрочная и/или краткосрочная студенческая мобильность по программе Erasmus+ у конкретного вуза, необходимо: 

1. Найти раздел международной академической/студенческой мобильности;
2. Уточнить информацию о каталоге программ текущего года и условиях получения данной стипендии у каждой конкретной программы. 

В этом же секторе осуществляется программа студенческих стажировок, а также международных мобильностей преподавателей (Staff mobility), в процессе которых участник программы может совмещать преподавательскую и учебную деятельность.

KEY ACTION 2: Сотрудничество для нововведений и обмен лучшими практиками

Цели проекта: 

• Развитие сотрудничества между институтами;
• Содействие расширению инноваций в системе вузов;
• Популяризация научных проектов;
• Разработка и внедрение инновационных методов. 

Этот проект предполагает Партнерство по обмену школами (School Exchange Partnerships), для повышения возможности школ-участников работы в международных проектах, а также развитие молодежных инициатив. К сожалению, пока эта практика не очень распространена в России, однако все возможно в будущем!

KEY ACTION 3: Поддержка политических реформ

Организаторы этой программы оказывают материальную помощь для осуществления широкого круга мероприятий, направленных на стимулирование разработки инноваций в области международной политики, а также обмена знаниями в образовании и профессиональной подготовке. 

Программа поддерживает перспективные проекты сотрудничества по разработке политических реформ и экспериментам в области европейской политики под руководством организаций высокого уровня и государственных органов. 

JEAN MONNET

Программа «Джин Моннет» (Jean Monnet) затрагивает вопросы истории Евросоюза, перспектив и дальнейшего развития, политических и интеграционных процессов. Программа рассматривает проекты, которые подают преподаватели и университеты из разных точек мира.

SPORT

Секция Спорта (Sport) – это поддержка Европейского партнерства в области массового спорта. 

Организаторы заинтересованы в развитии карьеры спортсменов. Кроме того, этот проект направлен на расширение «спортивного поля», которое бы затрагивало наибольшее количество людей из разных точек мира, а также на решение проблем, связанных с дискриминацией спортсменов.

Требования

Как было уже ранее отмечено требуется наличие диплома бакалавра, который должен содержать как минимум 180 ECTS (зачетных единиц). Не волнуйтесь, степень бакалавра, полученная в российских университетах, которые используют зачетные единицы, отвечает требованиям и равна 240 зачетным единицам по требованию ФГОСа. Также университет, в котором вы получили диплом, должен быть включен в Международный справочник университетов, издаваемый Международной ассоциацией университетов (найдите в документе свою страну, а затем ваш университет). Некоторые программы отдают предпочтение для кандидатов, у которых уже есть степень магистра, но это не обязательный пункт. Опять же, все зависит от требований конкретной программы.

Подтверждение знания английского языка — это обязательное условие, но требуемый уровень владения английским варьируется в зависимости от программы. Например, для программы “Big Data Management and Analytics” требуется уровень B2 (IELTS 6), а для “European Master in Law and Economics” — минимум IELTS 7. Так что, если вы не дотянули до семерки в IELTS, то это не повод опускать руки, главное — найти подходящие программы!

Lot 1: Erasmus Mundus Joint Masters (EMJM)

The EMJM supports high-level integrated transnational study programmes at Master level133 delivered by an international consortium of higher education institutions (HEIs) from different countries worldwide and, where relevant, other educational and/or non-educational partners with specific expertise and interest in the concerned study areas/professional domains.  

EMJMs are programmes of excellence and should contribute to the integration and internationalisation of the European Higher Education Area (EHEA). The specificity of EMJMs lies in the high degree of jointness/integration among the participating institutions and the excellence of their academic content.

Objectives of the EMJM

The EMJM aims to enhance the attractiveness and excellence of European higher education in the world and attract talent to Europe, through a combination of:

1. institutional academic cooperation to showcase European excellence in higher education, and  
2. individual mobility for all students taking part in the EMJM, with EU-funded scholarships for the best students applying

Магистерская программа MULTIELE «Изучение и преподавание испанского языка в мультиязыковом и интернациональном контексте» нацелена на подготовку преподавателей испанского языка как иностранного, способных работать по современной методике TUNING, подразумевающей обучение языку в рамках новой парадигмы, которая гарантирует устойчивое, осмысленное и творческое овладение всеми необходимыми языковыми навыками.

Преподаватели, освоившие методику, могут работать в многонациональной и разнообразной культурной среде с учетом влияния социолингвистических и психолингвистических факторов. Особенность программы заключается в том, что членами организовавшего ее консорциума являются не только европейские университеты, но и вузы из стран, не входящих в ЕС, в том числе Московский государственный лингвистический университет (МГЛУ).

Scholarships and self-funding options

PhD scholarships will be available and deadlines are normally around November-February prior to the year you intend to start. Students do not have to pay for tuition fees and if an EMJD student is studying in institutions with different fee rates, this will not have any effect on the scholarship awarded. The scholarships will include:

• Tuition fees, participation costs (including insurance coverage).
• Travel cost contribution.
• Installation cost contribution.
• A monthly allowance (corrected for each country the students go to, to allow for differences in local cost of living.
• If applicable, additional funding may be available for students who bring their spouse and children with them.

Self-funded students are also able to take part in EMJD but must consider the additional costs involved in such schemes (for example, travel costs and attendance at compulsory events/courses).

1 этап: подача документов

Из списка программ кандидаты на стипендию выбирают 3, наиболее подходящих им по области интересов. По каждой программе отправляется свой пакет документов в вуз-координатор. Как правило, он включает: регистрационную форму, копию документа об имеющемся образовании, сертификат о сдаче языкового теста, рекомендации от преподавателей, мотивационное письмо. Также вуз может запросить сертификат GRE или GMAT.

Сроки подачи документов могут варьироваться в зависимости от программы и вуза. Как правило, они ограничены октябрем-январем.

2 этап: собеседование

Кандидаты, чьи документы заинтересовали приемную комиссию, получают уведомление и проходят собеседование по Skype.

3 этап: одобрение стипендии и получение визы

Кандидаты, успешно прошедшие собеседование, получают уведомление о присуждении стипендии и зачислении в вуз. Для получения визы необходимо обратиться в консульство той страны, где находится вуз-координатор программы.

4 этап: отъезд на учебу

После получения визы можно приобретать билеты и отправляться на учебу. Транспортные расходы, как правило, фонд компенсирует после приезда на учебу.

What does it mean for PhD students?

Institutions themselves apply for Erasmus Mundus funding as part of consortia/partnerships which will in time award double, multiple or joint PhD degrees. These groups of institutions have to demonstrate how they can provide an educational experience and training which they would not be able to offer on their own. Once a consortium has been selected, PhD programmes and study abroad (non-graduating) opportunities will be advertised by the consortium directly. Students can then apply to take part as well as applying for scholarships. Self-funded students can also take part in these programmes.

Erasmus Mundus has two streams, the handily-named, Action 1 and Action 2:

Action 1 consists of Erasmus Mundus Joint Doctorates (EMJD) focusing on a research theme (which can be interdisciplinary) at PhD level. Its characteristics are:

• Consortium of universities including at least 3 European different countries
• It can include non-EU partners
• Scholarships for Third Country and European Students to undertake doctoral programmes (research and research training)

Action 2 is delivered on a wider-scale of academic mobility (i.e. it is not linked to a specific PhD, but open to almost all study level) between Europe and “Third countries” within a designated region. Scholarships are available to support both non-graduating/short-term mobility and degree-seeking students.

Training, periods of mobility and language of instructions

Students will be provided with a learning agreement which is specific to them and covers everything from the duration of mobility, lead university, examination procedures to the learning outcomes and language of instruction. In the case of EMJD and because joint-degrees may be awarded, an additional student agreement may also have to be signed by the student, the supervisors and the institutions to ensure that all is in place to allow the joint award of one PhD (in case there are regulations in individual institutions which are incompatible).

Erasmus Mundus programmes focus on training the next generation of researchers to give them awareness of the benefits of transnational research. These programmes include aspects of transferable skills and research training, as well as opportunities to attend consortium/research cooperation activities or consortium conferences, providing a well-rounded doctoral education, supported by groups of experts in the field and by resources relevant to the subject area across several institutions.
